Edge rate governance for writes, messaging, and calls.
KARP applies rate limits at the Network edge for posts, follows, search,KSMP sends, and KVCP call initiation. Limits protect availability, reduce abuse cost asymmetry, and preserve quality of service for legitimate Nodes.
Rate-limited requests receive structured rejection with retry guidance. Clients must honor backoff headers; hammering escalates to temporary blocks under KSEP.
Per-route thresholds, burst allowances, and trust-adjusted quotas are not published.

This charter publishes the contractual behavior, guarantees, and governance boundaries of the protocol. It does not publish anti-abuse scoring internals, exploit-sensitive thresholds, or operational topology details that materially improve adversarial optimization against the Network.
