Viral exposure budgets and reach governance.
KVEP (Kemet Viral Exposure Protocol) enforces exposure budgets so no post or author captures disproportionate reach through artificial amplification. We distinguish organic engagement from coordinated inflation.
Each corpus entry and author maintains rolling exposure counters across surfaces. When budgets exhaust, KCAP-TF demotes further propagation without public notification to the author in most cases.
KVEP consumes velocity signals from KBDP and trust from KTSP. Coefficients and window sizes are operational security.

This charter publishes the contractual behavior, guarantees, and governance boundaries of the protocol. It does not publish anti-abuse scoring internals, exploit-sensitive thresholds, or operational topology details that materially improve adversarial optimization against the Network.
