The Network signal plane — interaction event ingestion.
KSPP ingests interaction events — likes, dwell, follows, impressions — and applies batched writes to graph weights, analytics stores, and async jobs. KSPP decouples hot write paths from ranking freshness requirements.
Events are buffered in durable queues with at-least-once delivery. Consumers must be idempotent. Ordering is per-partition, not global — downstream systems reconcile with timestamps and idempotency keys.

This charter publishes the contractual behavior, guarantees, and governance boundaries of the protocol. It does not publish anti-abuse scoring internals, exploit-sensitive thresholds, or operational topology details that materially improve adversarial optimization against the Network.
