1. Charter

KSEP implements graduated enforcement — visibility restriction, feature cooldowns, and containment before hard suspension where the Community Covenant permits proportional response.

2. Enforcement Ladder

  • Warning and feature friction (rate limits, reach caps).
  • Visibility restriction — corpus remains accessible by direct link only.
  • Temporary suspension of write paths.
  • Permanent Node revocation for severe or repeated violations.

3. Due Process

Nodes may appeal enforcement outcomes under published legal instruments. Emergency removals for illegal content may bypass appeal timing where law requires.

Disclosure Line

This charter publishes the contractual behavior, guarantees, and governance boundaries of the protocol. It does not publish anti-abuse scoring internals, exploit-sensitive thresholds, or operational topology details that materially improve adversarial optimization against the Network.
